§ 10.20.040. Broad and West Main Street parking lot regulations

  • A. Preamble. The mayor and council of the borough deem it desirable to adopt traffic regulations pursuant to N.J.S.A. Title 39 in order to regulate motor vehicle activities on the municipal parking lot located near the Borough Hall and Borough Fire House and upon premises designated on the Tax Map of the borough as Block 35, Lots, 18, 19, 26, 26.02, 27 and 28.

    A site plan of this parking lot has been prepared by James P. Kovacs, P.E. & L.S., Abbington Associates, Inc., dated October 15, 1993, and entitled "Freehold Borough Municipal Parking, West Main Street and Broad Street, Block 35, Lots 18, 19, 26, 26.02, 27 and 28" (hereinafter "site plan"), which site plan is on file and available for public inspection in the office of the borough clerk.

    The following regulations as to the use of the parking lots near the Borough Hall and Fire House located off Broad and West Main Streets as more particularly shown on the site plan entitled "Freehold Borough Municipal Parking, West Main Street and Broad Street, Block 35, Lots 18, 19, 26, 26.02, 27 and 28" (which site plan is incorporated herein and made a part hereof as if set forth at length) are adopted.

    B. All vehicles must park only in designated areas and between the lines provided.

    C. Handicapped Parking. All stalls shall be twelve feet (12') wide as shown on the filed site plan and signed with R7-8 (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

    D. Fire Department Parking. Only a member of the Freehold fire department shall park a vehicle in any stalls designated parking areas for the Freehold fire department as shown on the filed site plan.

    E. Parking Time Limited. No person shall park a vehicle for longer than the restricted parking time limit between the hours of seven a.m. to seven p.m. on any day (except Sunday):

    F. Stopping or Standing Prohibited on Certain Streets. No person shall stop or stand a vehicle upon any of the streets or parts of streets set forth on the filed site plan.

    G. Speed Limits.

    1. The speed limits for both directions of traffic in the parking lot shall be fifteen (15) miles per hour.

    2. Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits.

    H. Through Street. The following streets or parts of streets are designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except as shown on the attached site plan.

    I. Stop Intersection. The following intersections are designated as stop intersections. Stop signs shall be installed as provided therein:

    J. One-Way Streets. The following described streets or parts of streets are designated as one-way streets in the direction indicated:

    K. No Passing Zones. The following streets or parts of streets are designated as no passing zones:

    Entire complex.

    L. Lane Use. The following intersections are designated as lane use:

    As shown on the filed site plan.

    M. Left-Turn Prohibitions. No person shall make a left turn at any of the following locations:

    As shown on the filed site plan.

    N. U-Turn Prohibitions. No person shall make a U-turn at any of the following locations:

    Entire complex.

    O. Trucks over Four Tons Excluded. Trucks over four tons gross weight are excluded from that part of the parking lot complex located upon Tax Block 35, Lots 18 and 19 and designated as "Permit Parking and Two Hour Parking."

    P. Tractor Trailers Excluded. Tractor trailers are excluded from the entire parking lot complex.

    Q. Tow-Away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, block or park upon any grass or landscaped area or pedestrian walkway, or that otherwise presents a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.

    R. All signs, posts, or other necessary materials to be installed shall meet state and federal specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices.

    S. Violation—Penalty. Unless another penalty is expressly provided by New Jersey Statute, any person who shall be guilty of a violation of this section shall be subject to a fine of thirty-five dollars ($35.00) for each violation.
